Field capabilities message

Field capabilities messages tell which fields of a message a device supports for a given file type, and how many values it can store.

Fields

Index of the message among the messages of the same kind in the file, starting at 0. Other messages use it to reference this one.
fileEnum
Type of file the capability applies to.
